The Intervention Council
A named last resort: where a body's final intervention would sit when every ordinary channel has failed. Named once in the canon, with nothing yet behind the name.
The need is real even where the answer is unbuilt. A structure of nested sovereignties with no imposed centre must still answer one question: what happens when a body has been captured, and the captured body is the one that would ordinarily correct it? Impeachment assumes a body willing to recall; Oversight assumes someone still looking; Recourse assumes a channel that still works. The intervention question is what remains when none of those hold.
The canon's two names for it — The Intervention Council and The Absolute Root — sit in the Structural Immunity list beside the instruments that do have bodies. They are placeholders for the most dangerous organ any governance can have: a power that can reach into a sovereign body from outside. Everything else in this Pillar exists to make such a power unnecessary, and any articulation of it will have to carry unusually heavy limits — extremely narrow triggers, time bounds, transparency, and its own revocability.
The honest reading is that this is ore, not doctrine. The field's own judgment places the live articulation elsewhere: the small Stewardship body of the Operating System, which stays out of as much as it can and decides when it must, is what actually exists today.
Recorded here so the gap is visible, and so nobody mistakes a name in a list for a mechanism that has been thought through.
