System of Systems
What a work of planetary scale requires — many sovereign systems composing into one, without any of them being swallowed.
Some work is too large for one system. Not because it is difficult, but because its parts must stay sovereign: a watershed cannot be run from a capital, a guild cannot be run by a landlord, a person cannot be run at all. The answer is not a bigger single system but a system of systems — complete wholes, each operating on its own authority, composing into larger wholes through shared pattern and shared seams.
This is the architecture the whole field assumes. The Meta Project — the total of the work required to reach The Goal — demands a meta system to carry it, and that meta system is not an organization. It is a Pattern plus a small set of Minimum standards of interoperability that let sovereign bodies exchange resources, knowledge, infrastructure, and technology without merging into one another. Everything above that minimum stays free; that freedom is the point, not a concession.
The composition is Holarchy: each part is complete in itself, contains the pattern of the whole, and is at once a domain, a superorganism of the scales beneath it, and a subsystem of the scales above. Nothing sits at the top. A Cell is a whole system; a supercell is a system of those systems; a community is a system of those; and the same card shape carries at every level, upper half common, lower half your own.
The failure mode it exists to prevent is the one every empire demonstrates: unification by absorption, where the parts keep working but no longer govern themselves, and the whole eventually loses the local knowledge it was assembled to use.
