What is asked of whoever receives: do the wise right thing, at the right time, for the right reasons, to accomplish the Goal for the good of All.

The charge is one sentence and it is deliberately not a rulebook. Judgment in service of intent, rather than obedience to instruction — which is why it can be handed to anyone, in any situation, without amendment. What makes it load-bearing is the clause that follows it: the Receiver was never to be any one individual, but the whole body, which would have to organise itself in order to act that way. The charge is therefore distributed by construction. All are bound to do the wise right thing, at the right time, for the right reasons.

That distribution is what makes it safe. A charge of this scope given to a person is a throne; given to a body that governs itself by consent, it is a purpose. The authority it eventually carries is described as coming from nowhere but the freely given attention, time, energy, and resources of the people who chose for it to be so — which is Consent as the only legitimate source of Authority, stated at the largest scale the corpus works at.

Its companion is the limit, the sovereignty of the Receiver: if the Receiver ever subordinates itself to an existing power on Earth it fails in its Quest by that act — and that its task ends in handing the new world over to its inhabitants and their Source rather than holding it. A charge with no handover clause becomes an administration.

In the Game the charge appears at a human scale as what every player is actually asked for: not compliance with a procedure, but the wise right thing in the situation in front of them, with the Goal in view. The compass question is its everyday instrument.
