Accountability

All authority is revocable; no role carries immunity from those it serves. The responsibility to answer for one's actions and decisions before ØNE, one another, and all the governed.

Accountability is the return leg of Authority. Authority ascends from those who lend it; accountability is the answer that goes back down to them. Where one exists without the other, something has already gone wrong: authority without accountability is rule, and accountability without authority is blame.

It is load-bearing because it is the mechanism that makes every other protection enforceable. Term Limits And Rotation, Impeachment, Oversight, and Recourse all presuppose that a steward owes an answer. Remove it and the structure still stands but no longer does anything — which is the condition of most institutions the old world inherited.

The canon distinguishes it sharply from blame. Functional accountability means each domain and role is explicit about what it holds, so that answering is possible at all; a Zero Blame Environment means that when something goes wrong the cause is sought in the set-up rather than in the person. Both are needed. Without explicit domains nobody can answer; without blamelessness nobody will.

In play it is weekly and ordinary. At The Turn each player says what they said they would do and whether they did it — and the gap is named honestly, without blame, and learned from. That single movement is the whole principle in miniature: a word given, a word answered for, in front of the people it was given to.
