The Neighborhood
Fifteen to forty souls in immediate physical proximity — the people whose porches you can see from your own.
The Neighborhood sits just above the Cell and just below the Village on the ladder: two to five Cells, the extended kin-group, the few blocks around you, the households that share the same well or the same path through the meadow. Unlike a Cell, it is not chosen. You are in it because you live there, and that is exactly what it is good for.
At this size, several things happen without institution. Mutual aid is immediate — a child watched, a meal delivered, a fence mended, usually without being asked. Shared ground is tended by the people who use it: the alley, the corner garden, the unofficial gathering spot. In trouble, these are the first responders, because they are the nearest. And a child here grows up with fifteen to forty adults who know their name (Mutual Aid, Kinship, Protection Of Children).
It is a natural cluster rather than a mandatory tier. In a tight Village of a hundred, the Village meets directly and needs no Neighborhood structure; inside a Community of ten thousand, the same scale becomes structurally important, since such a Community is in practice several hundred Neighborhoods, each holding several Cells, and neighbourhood councils tend to emerge on their own (Subsidiarity, Levels Of Scale).
Hold it apart from the Cell. A Cell is purposive and may span a city; a Neighborhood is geographic and holds whoever is there, including everyone who has never heard of the Game. That makes it the first place a Cell's Quest usually lands, and the first place a life made a little more like Heaven is actually visible.
