Subsidiarity
Decisions belong at the smallest competent scale, ascending only where a higher level's abstraction and capability genuinely serve the whole.
Subsidiarity is one of the seven recognitions no body of LIØNSBERG amends. It is a placement rule, not a preference: a decision is made as close to the work as it can be made well, and the burden of justification falls on any attempt to move it upward, never on the attempt to keep it local.
It is load-bearing because it is the daily practice that prevents Centralization Of Power. Centralization rarely arrives as a coup; it arrives as convenience, one reasonable escalation at a time, until the periphery has forgotten it is allowed to decide. Subsidiarity is the counter-habit, and it is also the source of a federation's speed: ten thousand tables deciding their own work do in a week what one centre does in a year.
The rule has a second half that is easy to lose. Service flows downward; authority flows upward. A higher body exists to serve the ones beneath it; it offers direction, and at times decisions, only where its wider view is genuinely needed. The canon's operating instruction for a Stewardship body says the same thing from the other side: stay out of as much as you can, decide when you must, and push decisions back out as far as they can go, and no farther.
In play a Cell meets it as a question in the middle of a disagreement: is this ours? If the answer is yes, decide it here today. If no, it goes to the smallest table that contains everyone affected — as a Proposal or a request for Guidance, never as a complaint sent upward.
