Outside Coordination and the Parallel Construct

Why people of goodwill have to coordinate outside the existing institutions — and what the thing they build outside is for.

Three reasons the coordination must be external, and none of them requires anyone inside to be ill-intentioned. Inertia — bodies built for stability are built to resist rapid change, and that is a feature functioning correctly. Conflicting obligations — an institution answers to its funders, its members, its regulators and its history, and the common good competes with all of them. Bounded scope — most institutions operate inside one nation or one sector, and the problems do not (Regulatory Capture, Silos No More, Multi-Polar Traps, The Existing Order).

What outside coordination has instead is speed, adaptability, a wider range of people in one room, and the ability to act from shared principle rather than from a negotiated position (Circle, Consent-Based Decision-Making, Self Organizing, Federation).

The parallel construct is what it builds, and it has three distinct functions worth keeping separate. Innovation — approaches an institution is structurally unable to consider can be tried here (Prototyping, Set-Based Design, New Wine Requires New Wineskins). Proof of concept — a working example is an argument nothing else can make, and it changes what is thinkable inside the institutions too (Demonstrate before advocating, Islands of Coherence, City on a Hill). The third function is the one that decides the timing. A lifeboat is not an emergency measure; it is something you carried before the emergency, or you did not (The Window, Critically Effective Time Limit).
