Federation

A unifying structure that honours the sovereignty of its nested parts while coordinating the whole — unity that costs no member their standing.

Federating is the act of bringing persons, bodies, and communities into higher-order functional unity so that together they can do what none could do alone. It is not merger, and it is not delegation upward of the right to be governed. The parts remain whole; what they create above themselves is an instrument, not a master.

Without federation, complete bodies stay isolated: they cannot share what they learn, cannot move resources to where they are needed, cannot meet anything that is larger than one table. With it — and only with the sovereignty protections intact — ten thousand tables become one body capable of planetary work.

The canon's practical test is the arm's-length form. A federation provides powerful help — shared services, infrastructure, learning, placement, mutual aid — and guarantees nothing. A member body may be born, mature, struggle, and even fail without taking down the whole. That design, which looks cold from the outside, is what saved Mondragon's federation when its largest member went bankrupt, and it is what makes membership safe to enter.

In play a Cell federates the ordinary way: it connects with another Cell, they become one another's Home, and at three or more they are a Supercell. Nothing is signed away. What travels upward is The Season Sheet, a share of The Offering, and Proposals; what travels downward is service, guidance, and the plan of the whole.
