Arbitration
The voluntary submission of a dispute to a trusted third party or council for wise resolution.
Arbitration is what two sovereigns choose when they cannot resolve something between themselves and are not willing to let it fester or split them. Its defining word is voluntary: the arbiter's standing comes entirely from the parties' agreement to be bound, not from any office above them. That is what makes it compatible with Sovereignty — nobody is summoned.
It is load-bearing because Conflict Transformation does not always succeed, and the alternatives when it fails are bad: a stalemate that poisons a body, a split that costs both sides more than the dispute was worth, or a slide toward whoever can simply impose. A named, trusted, voluntary third step keeps a disagreement from becoming a schism.
Its discipline follows from its nature. The arbiter must be trusted by both parties and interested in neither outcome — which is why the canon locates it near Wise Eldership and the Wisdom Council rather than near any executive. The parties agree in advance what they are submitting and what they will accept. The reasoning is recorded (Decision Records) so the body learns, and so the same dispute is not run twice.
In play it sits on The Escalation Ladder between mending at the table and anything formal: direct resolution, then an elder's counsel, then a body both sides choose. A Cell in its first season will rarely need it; two federating bodies eventually will.
