Structures of Injustice

Bodies that harm reliably — not because bad people found them, but because their shape makes harm cheap to do and expensive to expose.

The ordinary account of institutional wrongdoing looks for the wrongdoer. This looks at the arrangement, and asks a different question: what about this body makes harm here survivable for the one doing it? (Systemic Failure Modes, The Meta Dragon, Root Causes.)

Several features recur. Exposure embarrasses the body, so the body's interest is in quiet rather than in remedy — and the quiet is provided by people who would never themselves have done the harm (The Lahaina Principle, Control Of Information). The harmed person is inside, dependent on the body for standing, livelihood, or belonging, so the cost of speaking falls entirely on them (Whistleblower Protection, Recourse, Power). Process substitutes for remedy — a mediation, a review, a finding, after which nothing is different and the file is closed (Adjudication, Arbitration, Remedy). And each account arrives alone, which is what makes them individually deniable and collectively damning (The smoke test, Testimony).

Which is why it attracts rather than merely tolerates predation. Someone looking for a place to do harm without consequence can recognise these features from outside, and will (The Parasite, Protection Of Children, Guardianship).

The corrections are structural rather than moral, and each one is ordinary. Make raising something cost less than staying quiet. Give the harmed somewhere to go that is not inside. Put decisions and their reasons where they can be read. Separate the body that investigates from the body being investigated (Separation Of Power, Requirement Of Transparency, Decision Records, Oversight, Impeachment).

And the same features are worth looking for in one's own body, since nothing here is exotic and a Circle can acquire all four without meaning to (Zero Blame Environment, Meaningful Objection, Necessity Of Accountability).
