Community of Communities

How whole communities compose into larger wholes without any of them being swallowed — federation upward by the same law that binds Cells into supercells.

A community that has become whole does not then dissolve into a region; it federates. A community of communities is a complete body made of complete bodies, each retaining its own domain, its own membrane, its own field of agreements and its own commons, and each holding an equal voice in the whole it has joined. The same move appears under many names — tribe of tribes, group of groups, team of teams, network of networks — because the move itself is scale-free.

It is load-bearing because without it, growth has only two shapes: a centre that gets larger, or fragments that lose one another. Both fail. Holofractal Omnifederation names the third shape, and this is what it looks like at the social scale. The line that keeps it honest is the same one that separates federation from empire: authority flows from consent upward, never from command downward, and any member may withdraw.

In the Game, it is what a ring of Cells becomes when their Home relationships close into a body — a Supercell, and then supercells of supercells, all the way up with no one in charge of it. In the System, it is the layer at which shared services, mutual aid, and inter-community agreements become possible: a guild that spans three communities, a watershed stewarded by five, a school none of them could carry alone. The instruments are the ordinary ones raised a level — a field of agreements between bodies rather than between persons, a commons resourced by each body's own tenth flowing inward rather than upward.

What distinguishes it from a region, a state, or an association of members is that the parts are whole. A community of communities cannot reach past a member community into its internals; what it may do is exactly and only what its members have agreed it may do, revocably.
