Operate At The Scale You Were Prepared For
Formation gates depth; scale gates scope. Reaching past either is not courage, and escalating cleanly is not weakness.
The rule has two halves that work the same way. What a person has been prepared to hold determines how deep they may go (Belt Progression, The Four Levels Of Engagement); what a body has been prepared to hold determines how wide it may act. A Circle does not unilaterally take on work at the scale of a community; a community does not unilaterally take on work at the scale of a bioregion. In both cases the reason is the same and it is practical rather than hierarchical: the one who reaches past their preparation is overwhelmed, and the situation they reached into is worse off than before they arrived.
The reframing is the gift of this page. In most cultures, handing something on reads as failing to cope, so people hold what they cannot hold. The canon inverts it: escalating cleanly is faithfulness. The wider body wants to be told. What is asked of anyone is to walk their own scale faithfully and to pass on what exceeds it — which is also the only way the body above ever learns what is happening below it (Two-Way Flow Across The Scales, The Seven-Tier Engagement Escalation).
Growth is not blocked by the rule; it is sequenced by it. The next depth and the next scope open when the readiness has actually arrived, which is the same principle the canon applies to all formation (The Zone Of Optimum Development, Shu-ha-ri, Apprenticeship).
And the bounded exception is stated rather than left to inference: where there is no time for anyone else to respond, the person present acts within their cultivated capacity, accepts the risk, and is accountable for it afterward. The exception is rare, it is real, and it ends with an accounting rather than with a precedent (Accountability, Consciously Breaking Commitments).

Open: Who decides that a person or a body is prepared — and what recourse exists for someone who believes they are ready and has been told otherwise — is not addressed. In a system this committed to sovereignty, a gate with no appeal is a live question.
