Private Ecclesiastical Voluntary Membership Association

The name states its four claims. Private: the association is not a public accommodation, and its inner life is governed by its own agreements rather than by general regulation of commerce. Ecclesiastical: it is constituted on a spiritual foundation, which in many jurisdictions carries particular standing. Voluntary: membership is entered and left by consent. Membership association: it is a body of members, not an enterprise with owners and customers.

It matters as an option rather than a doctrine. A body of sovereigns eventually meets the old world — a bank account, a lease, a liability, a gift, a government — and must choose a legal form to meet it with. The canon's frame is a ladder of tiers beginning at Tier 0, no formal structure at all, where most transformational work happens and many bodies thrive indefinitely. A vessel is taken on only when a real need appears, and then the form is chosen to protect purpose, membership, and commons rather than to maximize anything.

The PEVMA sits alongside FSx as the canon's two named vessels: the association form where the body is chiefly a membership community, and the fair-shares company form where it is chiefly an enterprise. Both aim at the same structural outcome — a body that cannot be bought, cashed out, or captured.
