The LIØNSBERG Constitution

The constitutional layer of the body: the foundational principles and processes by which a people governs itself — held as a living covenant rather than a document, and explicitly interim.

A constitution states what a body is, where its authority comes from, what it may never do, and how it may be changed. This one recognizes no throne but ØNE: authority arises from resonance with Logos, every steward and Circle and world is holofractally sovereign, and entry is by assent, never imposition. Its preamble is spoken by the free and sovereign inhabitants of Earth and beyond, and it is not bound to any state, nation, planet, or species.

It is load-bearing as the layer that cannot be changed by whoever is in the room this week. Ordinary agreements flex with circumstance; a constitution is what a body protects its purpose with (Constitutional Protection Of Purpose), and its durability is deliberate — amendment requires a very high bar, and the seven recognitions beneath it are not amendable at all.

Its own page is candid about its state: an interim constitution, explicitly provisional until ratified, approximately a tenth complete — an architectural skeleton awaiting a year of co-writing by the Circles. It names the sixteen functions it must eventually express, among them identity, covenant, the source of authority, sovereignty architecture, rights paired with responsibilities, consent-based governance, economy and commons, restorative justice, entry and exit, amendment, dispute resolution, emergency provisions, and structural immunity.

In play a Cell meets it by assent rather than by reading: assent to the general constitution, then a local declaration, then, if the body matures, a local constitution of its own that incorporates the general one by reference.
