Guidance

Asking upward when a group cannot decide — and receiving one official answer among many, rather than an order.

Decisions are made as close to the work as possible, by consent where consent is possible. Sometimes a body genuinely cannot resolve one: the question exceeds what it can see, or it touches others who are not in the room. Then it asks its home. What comes back is guidance: the considered answer of a level whose wider view may serve, offered as one input the asking body weighs — one official answer among many. The higher level offers direction, and at times decisions, where its abstraction and capability serve the whole.

It is load-bearing because it is the pressure valve that keeps subsidiarity honest. Without a way to ask upward, a stuck body either fractures or quietly invents a boss. With it — and with the answer framed as guidance rather than instruction — authority still flows from consent and service still flows downward. The asking is itself information: repeated questions of the same kind mean something above is missing, and usually the right response is a clearer agreement rather than a stream of rulings.

It sits beside two neighbours. Stewardship body is where a decision finally rests when the process cannot produce one at all, and it decides as little as it can. Prescribed and discretionary trust says where specifying is wise and where trusting is. Guidance is the middle case: nobody is overruled, and someone who can see further has answered.
