Shared Services, Infrastructure, and Support

What a federation provides that no single Cell can provide for itself — held in common, used by choice.

Some things are simply too large for a body of three to thirteen: a legal vessel, an accounting spine, a place to gather, insurance against a bad season, a library, a technical backbone, people who know how to do the rare thing. A federation can hold them and offer them, so that a Cell spends its energy on its Quest instead of rebuilding the same scaffolding a thousand times.

It is load-bearing because it is the alternative to two failures. Without it, every small body either reinvents infrastructure or stays dependent on institutions that do not serve it. With it done badly — mandatory, centrally controlled, funded by a levy nobody agreed to — the service becomes the centre, and the federation becomes the empire it was supposed to replace. The line is use by choice: services are offered, not imposed; funded by the tenth flowing inward at each level rather than extracted; and a body that stops using one loses nothing but the service.

It is run as a commons. What is shared is stewarded, its stewards are accountable and revocable, and what it costs is visible. A constraint a Cell cannot clear becomes a request to its home; a service is what a home builds when the same request keeps arriving. That is the honest way such things come into being — from repeated need, not from a plan for an organisation.
