Decision Making
The Play a body cannot run without: how a group of sovereigns converts a question into a commitment — as close to the work as possible, by consent where consent is possible, with the reasons written down.
Its ground is a claim about persons. Each individual carries a spark of the Divine and an inner guide, and is therefore both equipped and qualified to govern themselves and to take part in the self-governance of the bodies they belong to. Deciding is not a competence reserved for those above; it is a responsibility that comes with being present.
It is load-bearing in the most literal sense: a body that cannot decide cannot act, and a body that decides badly will act on its worst thinking with everyone's name on it. Most of what this Pillar contains is scaffolding around this one moment — who may decide (Authority), at what scale (Subsidiarity), by what test (Consent), against what objections (Meaningful Objection), recorded how (Decision Records), and revisable when (Possibility Of Reversal).
The canon's recommended starting point is discernment and consent around Proposals, with three companions: ask upward for Guidance when a group genuinely cannot decide — the answer returns as one official answer among many, not as an order; change shared things by proposal rather than silent edit; and when process cannot produce a decision at all, let it sit finally with a small Stewardship body that stays out of as much as it can.
In play, a Cell decides most things in a minute at the weekly The Turn. The things worth slowing down for are the ones with a wide span of impact — and those get time, not procedure.
