Regulatory Protections

What a regulatory layer is actually for: keeping each function of the body co-operating inside a range of tolerance suitable to the flourishing of both itself and the whole.

The definition contains the whole design, and the key phrase is both itself and the whole. A protection that keeps a function alive while damaging the body is not a protection, and neither is one that serves the body by exhausting the function. A living body is the right analogy and the canon reaches for it: temperature, acidity and pressure are each held inside a band, and the bands are not preferences. Outside them the organ fails, and then the body does. A regulatory protection is the same thing for a function of a social body — a boundary that is not about what anyone wants (Living System · Complex Adaptive Living System · Boundary · Guard the Membrane).

What follows is a posture rather than a rulebook. Bands rather than targets — the question is whether something is inside its range, not whether it is optimal, which leaves ordinary variation alone (Measurement · Measure everything, manage to the milestones). Watching rather than permitting — the protection is a limit that triggers, not a gate everything must pass through, so it costs the body almost nothing while nothing is wrong (Oversight · Monitoring, Evaluation, and Continuous Improvement · Subsidiarity).
