Stop
One word anyone may say, that halts the line without penalty.
On a good production line there is a cord any worker can pull, and pulling it stops everything. The point is not the stopping; the point is that a defect is surfaced at the moment and by the person who saw it, rather than travelling downstream inside the work until it is expensive. A body that punishes the pull teaches everyone to let the defect pass.
In a body of sovereigns the cord is a word. Anyone may say stop — the newest member, the quietest one, the person with no role. No standing is required to say it and no explanation is owed before it takes effect. It is one of the structural immunities: a protection written into the form so that it does not depend on whoever happens to hold authority that day being in a good mood.
The rooms add a second half, held as a proposal rather than a settled rule: a stop takes effect at once, and only the one who said it lifts it. That asymmetry is what makes the word safe to say. If the room could vote the stop away, saying it would cost something, and the cost is exactly what the word exists to remove.
A stop is not a verdict. It buys the time to look, and looking is usually short. What follows is the ordinary work of a body that treats every defect as a gift: find the cause in the set-up rather than in the person, fix it where the next person will meet it, and start the line again.
