Anyone may stop the line without penalty — the andon cord, carried from the factory floor into governance.
On a line with an andon cord, any worker who sees a defect may halt production, and doing so is honoured rather than punished. The canon carries the instrument up into the body's governance: anyone may say Stop, it takes effect at once, and only the one who said it lifts it. The protection is what makes the cord usable — a cord that costs you your standing is decoration.
It is load-bearing because every one of the predictable diseases is visible to someone before it is visible to everyone. Corruption, drift, and capture are almost always noticed early by a person without the standing to act — and what determines whether a body catches them is not detection but whether that person expects to be thanked or punished. Structural immunity depends on the cheapness of raising the alarm.
Its disciplines are few and strict. The stop is immediate and needs no permission. No penalty attaches to using it, even where the raiser turns out to be wrong — a false alarm costs one pause, a suppressed true alarm can cost the body. The matter is then handled in the open, and cause is sought in the set-up rather than in the person (Zero Blame Environment). And it is distinct from Meaningful Objection: objection stops a proposal from passing, the cord stops work already running.
