UBROR — Universal Basic Opportunity and Responsibility

A proposed transformation of the welfare state: not a floor of income but a floor of opportunity — meaningful work available to everyone, valued and rewarded, with responsibility carried alongside it.

The shift it proposes is in what is guaranteed. An income guarantee secures survival and leaves the question of contribution entirely open. This proposes to guarantee instead that meaningful work is available — work that changes a person's own life and their place — and that it is genuinely valued rather than made up (Meaningful Work, Equal Opportunity For All, Dignity).

The paired word is doing real work and is the more contested half. Responsibility alongside opportunity means the arrangement is not one-directional: something is offered, and something is expected — which is either the thing that makes it dignified or the thing that makes it coercive, depending entirely on details nowhere specified (Rights and Responsibilities, Universal Responsibilities, Consent, Agency, not ownership).

It sits beside, and is not the same as, the corpus's other economic instruments, and the differences matter. A commitment-based income ties flow to commitments kept (Energy and Commitment Based UBI). Contribution accounting records what was actually given (Proof-of-contribution, Small-group validation of contribution). A tithe binds a share of what flows to the common (Voluntary Tithing). This one is about the availability of the work itself (Meaningful Monthly Contribution, Level Of Commitment).

Honest state: the source states it as a question, not a mechanism — could this be a stepping stone; could this be a pathway — inside a chapter written entirely in the interrogative. No design exists. Who provides the work, who judges it meaningful, what happens to someone who does not take it up, and what the responsibility is enforceable by, are all unstated, and each of those is the question on which such a scheme succeeds or becomes a workhouse (We Do Not Know, Gaps Not Yet Closed, Work In Progress).
