Energy and Commitment Based UBI

A baseline income grounded in the energy the Sun pours onto the Earth each day, allocated equally to every person — with relative commitment, on a scale of 1 to 7, as the proxy for the time, energy, and attention a human actually gives.

Most proposals for a universal basic income begin with a budget and argue about who pays. This one begins somewhere else: with the observation that the Earth receives an enormous, abundant, daily income of Energy from the Sun, and that this income is what actually powers life, economy, and society. The entry of that energy into the Earth is treated as the beginning of local and cyclical accounting; from it, each human being is allocated an equal baseline share. The starting posture is therefore Abundance rather than Scarcity — not as an affirmation, but as an accounting fact about where the energy comes from.

The second half is human. Energy alone does not say what anyone is giving, so the system measures relative commitment on the 1-to-7 scale as a proxy for a person's time, energy, and attention (Level Of Commitment). That connects the baseline to the work: time, energy, and attention are what accomplish the commitments that make up the plan, and the progressive keeping of those commitments is what produces Throughput of The Goal (Networks of Commitments · TimeEnergy).

The hard edge of the design is the one most such proposals avoid. The point of the baseline is not comfort; it is that the community keeps progressing toward its goals. Someone "contributing a lot" while not advancing the goal is producing Waste — and the canon states, bluntly, that it would be wiser to pay such a contributor to stop. That sentence is doing real work and is also where the design is most exposed: it assumes the goal is well enough stated, and the reading of contribution honest enough, that "not advancing" can be told from "advancing in a way nobody has recognised yet." Level Of Commitment answers that it is a human negotiation, never a calculation.
