Voluntary Tithing

The free choice of sovereign members to resource the commons they share — flowing inward to the table you sit at, never upward to anyone who rules you.

Each time sovereigns associate, a Commons appears: shared tools, shared knowledge, help in a crisis, access no one could reach alone. That commons has to be resourced, and there are only two ways to do it. One is to compel a contribution and call it a tax. The other is for each member to choose, freely, what to put in. Voluntary tithing is the second, and the sovereignty of the members is why it must be.

Two things make it different from a tax, and both are structural. The direction. Contributions flow inward, to the centre of whatever table you actually sit at — to the Circle's commons if the Circle is all there is, to the Community's if Circles have federated, to the Bioregion's if Communities have. There is no headquarters collecting dues and no priesthood; resources reach the highest federated level a sovereign is genuinely a voluntary member of, and no higher. The amount. No authority sets it. The invitation is only to recognize the obvious — that a group naturally wants a commons worth having — and the figure is chosen by each sovereign against the need and their own capacity.

A tenth is where most begin. It is the old measure, echoed across traditions and cooperative movements, and it is enough to be meaningful without being burdensome. What follows is predictable and has been observed: once a group has tasted what even a modest commons makes possible, it wants more of it, and contributions tend to rise a couple of points at a time, each step unlocking something the group could not do before. This is the opposite of taxation, where the rate is imposed and the benefit is abstract; here the rate is chosen and the benefit is the thing on the table in front of you.

At a turning, a Cell sends a meaningful share inward to its Home, which does the same. How sovereigns share with one another beyond that is theirs alone.
