Visible Power Structures

The institutions that appear to hold authority — governments, corporations, media, religious bodies, large charities — and the question of how much of the deciding actually happens there.

These are the parts of the order a person can see and name. They legislate and enforce; they dominate economic activity and shape policy; they shape opinion through news and entertainment; they carry moral and cultural frameworks; they advocate and distribute. They are the most recognisable face of governance and influence, and they are where almost all public attention goes.

The observation the canon builds on is that visibility and decision are not the same thing. A visible body's room for action is bounded by things that are not in the room: the financial arrangements it depends on, the technical systems it runs on, the information environment it swims in, and the interests that fund and staff it. Its accountability is real but partial — elections, markets and boards are genuine mechanisms that nonetheless leave much of what matters untouched (Regulatory Capture · Centralization Of Power · Control Of Information · Manufactured Dependency).

The canon goes further and names a hidden controlling layer behind them, and that further claim should be held differently from the observation. What is checkable — that the visible bodies are constrained by finance, technology and information flows they do not control, that they frequently act against their stated purposes, and that concentrated power tends to conceal itself — is ordinary and well evidenced (Kontrolle · The Three-Layered Adversary · Full Spectrum Dominance). What is asserted — a specific coordinating agency behind them — is asserted in the canon without source, and a reader is entitled to weigh the two differently (We Do Not Know · Discerning Between Benevolent And Malevolent Intelligences).

What follows does not depend on settling that. If the visible structures are constrained in the ways that are checkable, then reforming them from within has a ceiling, and the response is the same either way: see clearly and without inflation; withdraw energy, participation and consent from what harms (Withdrawal Of Consent); and build the alternative that does not require their permission (Self-Governing, Self-Sustaining, and Self-Replicating · Islands of Coherence · Co-Creation). Their visible failure is also what wakes people (Wake up · The Final Test), and some of them may yet be turned toward the good rather than merely left behind (Redemption · New Era).
