The LIØNSBERG General Assembly

The first gathering of the whole body at which the strategy of the whole is refined and collectively ratified — the moment a plan stops being one house's draft and becomes the movement's own.

Plans written for many people by few are never quite the many's plan, however good they are; there is an hour at which the authorship has to change hands or the legitimacy never arrives. The General Assembly is that hour. It convenes when the body has grown past the first handful of cycles and something on the order of two hundred to a thousand called-out co-creators stand — a threshold, not a date, since no one knows how fast a flame spreads once it catches. Representatives of the whole gather, refine the ten-year strategy together, and ratify it collectively. Only then is a new vision and plan broadcast at planetary scale, offered to humanity as a viable alternative to an order that is failing.

Three things make the Assembly load-bearing rather than ceremonial. It is where ratification happens — the body consenting to what it will be held to, rather than receiving it (Consent, Legitimacy). It is the second of the structural triggers, following the nomination of The System Wide Master Planning Group and Process, and so it marks a further step in The de-concentration of stewardship: after it, the how belongs to the assembly and not to any steward. And it is the point at which the plan first speaks outward with the standing of many voices behind it.

What is not yet written down is almost everything procedural: who sits, how representatives are chosen from the array of Cells and their federations, what quorum means at that scale, what ratification consists of in the room, what happens to a plan the assembly refuses, and how often it meets thereafter. The function is clear and the form is empty. That emptiness is honest to name, and it is also the next piece of work — a body that arrives at its first assembly without having agreed how it decides will decide badly, whatever its intentions.
