The System Wide Master Planning Group and Process
The small group the first co-creators nominate to seed joint planning for the whole — and the weaving motion that carries local plans outward into one fabric and the shape of the whole back down.
No centre can plan a neighbourhood it has never walked. The vision, values, and plans of any place must arise from within that place. And yet, if the surrounding order falters, the plans of every family, neighbourhood, community, and region have to still hold together as one cloth. Both are true, so planning runs as a reciprocation rather than a hierarchy: a local process in which each body surfaces its own plan by answering the questions that reveal what it actually cares about, and a system-wide process that weaves those plans across every level into a coherent whole, so that no place plans in ignorance of its neighbours (Stacking Up And Aligning, Silos No More). Local plans become local Quests; the woven plan keeps the Quests from cancelling one another out.
The group that seeds it is deliberately small and deliberately not self-appointed. When the first co-creators stand — a threshold at roughly the tenth cycle, given as fifty-five to one hundred forty-four people in the Strategy's own estimate — they nominate five to ten respected representatives to assemble the planning group and run the first joint process, which emerges with a strategy and plan for the coming seasonal cycle that advances the critical path of the whole. That nomination is also the first act of The de-concentration of stewardship: planning is the function through which a movement's how is decided, so handing it to a nominated group is handing over the steering.
What exists is the trigger, the size, the nominators, and the output. What does not exist is the process itself — how a local plan is submitted, how conflicts between two places' plans are resolved, what the group may and may not decide on the body's behalf, and how long its members serve. The name promises a method; so far it names a room.
