Who Not How

The question of the age is not how the world will be changed but who will arise to change it — because transformation does not begin with systems, it begins with people who remember what they are for.

Design is not the constraint. There is no shortage of good plans, sound analyses, or workable arrangements; there is a shortage of people willing and formed enough to carry one. So a body facing something large gains more by asking who than by asking how (The First Three Percent, Capacity, The Calling of the Ecclesia).

It is a reordering rather than a dismissal of method. The how still has to exist and still has to be good — but it follows, because a plan handed to people who cannot carry it produces nothing, while capable people handed a mediocre plan will fix it (The Plan, Prototyping, Every Defect Is A Gift).

Practically it changes the first move on any piece of work. Not what is the approach but who is already doing something near this, who is ready, and who would have to be formed (Choose a Quest, The First Few, Requests and offers, Sponsorship).

It also explains why formation is treated here as strategy rather than as support. If the binding constraint is people, then the highest-leverage investment is the one that makes more of them (The LIØNSBERG Academy, Metaphysical Infrastructure, The Three-Year Formation, Pass The Flame).

Its failure mode is the obvious one and should be held with it. Who can become a way of avoiding the harder work of how — waiting for the right person instead of building the thing, or treating a shortage of method as a shortage of character. Both questions are real; this says only which comes first (Do the Work, Critical Path, Honesty about time).
