The First Three Percent

Three in every hundred — the already-awakening, found and organized before the heaviest weather.

What the hour asks is not everyone. Three percent of any population is the fraction at which a body begins to change itself, and three percent of a Community of ten thousand is the archetypal three hundred who hold the pattern alive in a place (The 300, Tipping Point Strategy). On Earth the same fraction is a few hundred million people — enough, and only just.

They are not chosen by any centre and do not appoint themselves. They are called out by the people who know them best: every person invited, and the first act of every voice the naming of the two or three they would most trust to lead their community through what is coming — not family, not the famous, not the loud, but the faithful. When three people name the same person, that person receives the invitation, carried by the hands that named them (The Invitation, Pass The Flame, Trust).

The threshold is met by conditions rather than by a headcount: they hold a shared story, a shared language, and a shared pattern of action; they have passed the flame; and they are each in a small body that meets (Story, The Twelve Words, Cell, The Turn). Absent any one of those, a large number of sympathetic people is still a mailing list.

A people that has called out its own leaders cannot be beheaded, bought, or fooled by anyone naming leaders for it. Broadcasts gather watchers; hands gather workers (Servant Leadership, Structural Immunity, The Force For Good).
