Programmable Money
Currency that carries rules about how, when, where, and by whom it may be spent — so that the instrument of exchange becomes the instrument of permission.
Ordinary money is indifferent. It does not know what it is buying, and that indifference is a large part of what makes it freedom rather than allowance. Programmable money is money that knows — and can therefore act (Money, Exchange, Trade).
The capabilities are not speculative; they are design features discussed openly in central-bank research and pilot programmes. Funds can be frozen without a court. Money can be made to expire if not spent, forcing consumption. Purchases can be restricted — a category of goods, a destination, a recipient. Every transaction can be watched in real time, producing a complete financial portrait of a person. And negative rates can be applied directly, taxing holding itself (Surveillance, Control Of Information, Technology Is Not Neutral).
Why it matters more than most technology arguments: money is the substrate almost everything else runs on. A restriction placed there needs no police, no court, and no enforcement, because it is executed by the instrument itself. Whoever sets the rules governs behaviour without ever issuing an order (Power Over, Kontrolle, Manufactured Dependency, The Digital Panopticon).
It is also the thing likeliest to be offered at the moment of greatest vulnerability. When a monetary order fails, a replacement will be needed quickly and the pitch will be stability, efficiency and inclusion — all of which will be true, and none of which is the question (The Endgame Cascade, The Race Between Liberation and Kontrolle).
Which is why this corpus treats a value instrument as something to be designed in advance rather than accepted in an emergency, and why the tests that matter are structural: can it be used without permission; can it be used when the network is down; does anyone hold a switch (LUV, Time Currency, Proof-of-contribution, Technology Sovereignty, Off switch, Screens and paper).
The source's figures on adoption are its own, from 2026, and are not carried here. The capabilities are the load-bearing part and are independently checkable.

Open: Capability is not intention; the source treats the design features as proof of purpose, and they are not. · The same capabilities could be built into a commons instrument by people who mean well, and nothing in the corpus says what would stop that.
