Power Over

The inversion of authority: power exercised over people rather than in service of them, and held because it is held rather than because anyone is answerable for it.

Power itself is neutral — the capacity to cause effects, which is what anything living has and needs (Power, Capability). The inversion is in the preposition. Power with coordinates; power for serves; power over is the arrangement in which one party's capacity is realised through another party's compliance (Right Use of Power, Servant Leadership, Consent).

Three marks distinguish it wherever it appears, at any size. It detaches from responsibility — the one exercising it does not carry what it does (Authority derived from responsibility, Necessity Of Accountability). It is not revocable by those subject to it — no genuine exit, no meaningful objection, no way to withdraw (The Way Out, Meaningful Objection, Withdrawal Of Consent). And it accumulates, because power held without answerability is used partly to secure itself (Centralization Of Power, A role held forever quietly becomes a throne, Regulatory Capture).

Naming it as a pattern rather than as a villain is what makes it usable. It appears in empires and in households, in institutions and in Circles, and it is generally held by people who would describe themselves as responsible — which is why structural guards do the work that good intentions do not (Separation Of Power, Term Limits And Rotation, Oversight, Impeachment, Subsidiarity Of Authority).

Its opposite is not powerlessness, which helps nobody and protects nothing. It is power held as a trust: conferred by those it affects, exercised in view, answerable, and returnable (Sacred Trust, Stewardship, Transparency, The Act Of Release, Guardianship).
