The Floor And The Ceiling Of The Kit

Every Part of the Kit holds two facts about itself — how far down it reaches and how far up — and is judged by the distance it spans and whether that distance is still growing.

The Kit exists to serve everyone without forcing anyone, and that intention stays honest only if it is measured. The Floor is where the least-equipped player stands. The Ceiling is the most capable machine and the most skilled hand anywhere.

The Floor is stated concretely rather than as a sentiment. A person holding an inexpensive or secondhand phone, who has installed nothing and may not read, can receive the Story, join a Cell, make and keep a Commitment, and pass the flame — in their own language, on a few megabytes a month, with everything still working while the network is gone for days, served by a node a whole Cell can afford together. (The proportions behind this are the canon's: roughly one person in five has had no formal education and one in six lives in poverty — figures it carries as estimates, not measurements.)

Four design constraints follow. The device is where the person is, not where the system runs — a shared node in a back room, reached through what the phone already does. Voice is not an accessory: for someone who does not read, hearing the Story is reading it, and an agent that cannot speak and listen in a person's tongue has made the canon available only to people like its builder (Universal-Accessing · On translating). Absence of network is the normal case, so the record is authoritative where the person is and reconciles later (The Record · Screens and paper). The most important act should be the cheapest to perform — the nearer passing the flame comes to a single message, the further it travels.

The Floor is a direction and a debt, not a gate. Those with capacity should build as powerfully and as fast as they wisely can, because what the strong build is how the reach is won; waiting until everyone can be served serves no one. What the strong may not do is forget — so each Part declares where it reaches today, who it does not yet reach, what would close the distance, and which named steward holds that debt. A Part may be built, used and depended on while its reach is short. What it may not be called is finished (Gaps Not Yet Closed · None Of Us Until All Of Us · Honesty about time).

And the Ceiling rises without limit — the vast apparatus is not performing charity, it is doing its part inside the same body, on the same commitments. What holds the ends together is that the record does not encode the wealth of the device: a commitment from a borrowed phone and one from the most powerful machine on Earth are the same object and bind identically.
