Transparency
Reasoning is visible; power is accountable. The fourth of the Constitutional Recognitions, and the condition under which trust can be given rather than demanded.
Transparency is not exposure of persons; it is visibility of reasoning. What must be open is how a decision was reached — what was considered, what was rejected, and why — so that anyone bound by it can examine it, and anyone inheriting it can understand it. Openness about process is what the recognition requires; Elision and Chatham House show that this coexists with real care for individual privacy.
It is load-bearing because trust at scale cannot rest on acquaintance. In a Cell of eight, people trust what they can see; at ten thousand tables, they can only trust what is legible. Where reasoning is hidden, every unwelcome outcome looks like a plot, and a body spends its energy on suspicion. Where it is visible, disagreement stays about the matter.
Its instruments are unglamorous and cheap: decisions recorded with their reasons and their rejected alternatives (Decision Records), resource flows visible to the members who resourced them (Commons), the The Record anyone in a Cell can read and correct, and the seed's blunt rule for value — everything is visible. Transparency also makes Accountability possible: you cannot hold someone to a reasoning you were never shown.
In play a Cell meets it the first time a decision is made that not everyone loved, and someone asks why did we decide that? — and the answer is a line someone wrote down, not a memory contest.
