Term Limits And Rotation

Roles are held for a season and then passed on — because a role held forever quietly becomes a throne.

Rotation is the cheapest structural protection a body has. It costs one awkward handover per season and buys immunity from the slowest and most common corruption: not theft, but settling. A person who has held a role for years does it well, knows things nobody else knows, and becomes difficult to replace — and at that point the body has a dependency it did not choose and cannot easily undo.

It is load-bearing because Impeachment is a crisis instrument and rotation is an ordinary one. Where roles rotate by default, changing who holds something requires no accusation, no faction, and no bad week; it is simply what happens. Where they do not, the only route to change is conflict, so change does not happen until the conflict is unavoidable.

Its second benefit is formation. Rotation spreads competence: over a few seasons most members have hosted, kept the record, and carried something. That is Education As Transformation operating through governance, and it is what makes a body resilient when someone leaves.
