The arrangement a body must be given if the Five Big Ideas are to be possible in it rather than merely admired — the conditions and incentives under which real collaboration can survive.

The claim is that collaboration is a structural output, not a moral one. Put good people into an arrangement that rewards each part for protecting itself and they will protect themselves; put ordinary people into an arrangement where the whole's success is the only success available and they will collaborate. The canon names the requirement as building the whole nested set of conditions and incentives for this kind of collaboration and relationship to flourish. The elements it reaches for are the familiar ones, and each answers a specific way collaboration dies.
