Networks of Commitments
Element eleven: work is a network of reliable promises — freely made, faithfully kept, honestly reported. Not command, not compliance, not surveillance.
The cycle is should → can → will → did. Should is what the plan asks for. Can is what is actually ready — constraint-free, resourced, unblocked. Will is a person's word, consciously given, never inferred from a schedule. Did is what happened. The gap between will and did is not a failure to punish; it is the primary source of learning the Body has.
The claim is measurable, which is rare in this field. Traditional management produces about half the plan; shifting the planning to the people who do the work, requiring only promises they can keep, and treating variance as learning moves groups to eight or nine in ten within a few seasons. The number that matters most is the simplest: kept as a share of made — the first thing any group should know about itself.
It is load-bearing because good intentions do not deliver, and command does not survive sovereignty. A Body of sovereign beings that has refused command needs some other way to be reliable to itself, and this is it: a promise given freely by someone who could have refused is stronger than an order, because the whole weight of the person is behind it.
Around the promise sit the practices that make it keepable. Commitments run Cell to Cell rather than resting on one person, so there are no single points of failure. Each week the Body looks about six weeks ahead and asks of every coming activity what could stop it from being ready; each constraint gets an owner and a date, and only ready work is released (Make-Ready Process). The one who receives the work says beforehand what makes it acceptable (Conditions of satisfaction). Requests, offers, and commitments are the only things that cross a membrane — never a task.
