Holofractal Scaling
One Pattern, operating at every scale. Each part complete in itself and containing the whole; what holds at one level informs the next.
Holarchy gives the nesting — wholes within wholes, each part also a whole. Fractality gives the self-similarity — the same structure recurring as the scale changes. Compounded, they describe what the canon claims about this Pattern: a Circle of five and a bioregion of fifty million are running the same thing, differently sized.
The practical consequences are large. A Cell is not a fragment. It has a Domain, a Selectively Permeable Membrane, a Field of Agreements, and a Commons — everything a planetary body has, at the scale it has it. Nothing needs to be granted from above for it to be complete. One Cell teaches a world: what is learned at one scale is usable at the others, which is why a Prototype can be small and still mean something. The same card shape at every level, the same week, the same turnings, the same numbered lines — interoperability follows from self-similarity rather than from a standards body.
It is also what keeps federation from becoming empire. If each scale is complete, the larger does not contain the smaller in the sense of absorbing it; it federates it. The Two-Stake Principle is the accountability that goes with the geometry, and Subsidiarity Of Authority is its governance.
The discipline that keeps it honest is General Pattern, Specific Application: the Pattern is the same at every scale and the applications differ entirely. Holofractal scaling is not the claim that a bioregion should do what a Circle does. It is the claim that the same wisdom is being applied, calibrated to what is actually there.
